Arctic Law and Policy

Baker’s work informs policymakers nationally and internationally on issues ranging from fisheries management and international cooperation in the Arctic Ocean to offshore oil and gas regulation in the Arctic, marine scientific research, and national sovereign rights in the continental shelf.

Recent projects include a series of white papers for the Wilson Center Polar Institute, where she is a Global Fellow, and teaching Arctic Maritime Law and Law of the Sea for the Ted Stevens Center for Arctic Security in Anchorage. Past projects include publications, presentations, and white papers for the Rocky Mountain Mineral Law Foundation; Ocean Conservancy, Alaska Arctic Policy Commission; the Inuit Circumpolar Council-Alaska; Statoil/Det Norske Veritas; the PAME working group of the Arctic Council; and the U.S. Department of State Office of Ocean and Polar Affairs.
